Governor El-Rufai orders closure of all Kaduna State's commercial bank accounts

altKADUNA State governor Nasir El-Rufai has ordered the immediate shutdown of all the state's bank accounts with plans to open a Treasury Single Account (TSA) as part of a drive to eliminate corruption.

 

A close associate of President Muhammadu Buhari, Governor El-Rufai was also recently elected at the last elections and assumed office on May 29. Expected to emulate the president in fighting corruption, Governor El-Rufai has also introduced several measures in his state to combat graft.

 

In his latest move designed to keep control of public finances, Governor El-Rufai, has directed all banks with accounts of the state government to close them. This is to make way for implementation of the TSA framework by 1 September, under which Kaduna State will have one single account run by the Central Bank of Nigeria (CBN).

 

Governor El-Rufai said all banks that maintain the accounts of the government have not only been put on notice to close them but have also been asked to remit the balances to the CBN, which will host the state’s TSA. He added that after the establishment of the TSA, the state government will open specified sub-accounts with the CBN and commercial banks.

 

Bank officials at a meeting called yesterday assured the governor that within five working days of receiving the formal instructions from the state government, they will close the accounts and remit the balances to the TSA. While thanking the banks for their continued support, the governor assured them that a session will be organised to explain to the banks how the new TSA and the sub-accounts will work.

 

Selected revenue-holding accounts will be excluded from this directive, however. According to Governor El-Rufai, the government will publish needed treasury circulars and other instructions to give effect to these decisions.
